In brief: Lipoma

A lipoma is a growth of fat cells in a thin, fibrous capsule usually found just below the skin.
Lipomas are found most often on the torso, neck, upper thighs, upper arms, and armpits, but they can occur almost anywhere in the body. One or more lipomas may be present at the same time. Lipomas are the most common noncancerous soft tissue growth.

In brief: First, the good...

...News -- movable bumps are usually benign; hard, bound-down bumps are more cause for worry.
Now, the bad news -- without seeing them directly, there is no real way to identify them accurately. Two common skin bumps are epidermal cysts and lipomas, but there are lots of other possibilities, some of which are indicators of underlying inherited conditions. See a dermatologist.
