In brief: Start at gen dentist

Go to a general dentist first.
He/she along with the hygienist can likely treat this problem. Sounds like gingivitis or other form of periodontitis. Go to the dentist for a full exam and diagnosis, and the dentist will send you on the right path for treatment in his clinic or a specialist.

In brief: Soft Brush in Circle

1) use a softmanual toothbrush.
2) place the brush where the teeth and the gum join together. 3) move the brush in circles. 4) do all teeth this way on the face side and the tongue side. 5) initially the gum may bleed because you are cleaning out an open sore, however this bleeding will stop and the tissue will now begin to heal. 6) follow up with a water pik spraying water in circles same places.

In brief: Periodontist

A board certified periodontist is a specialist in treatment of gum diseases, and you do not need a referral.
Gingivitis is inflammation of the gums and affects only the soft tissues. It is unusual that "puffiness" visible to another person like yourself is found in gingivitis. Visible puffiness likely reflects underlying periodontal disease. Hang in there - early treatment is best!
