In brief: Cough

If you are worried about your asthma, see your doctor. Mention about your cough, sister's asthma ; your worry about asthma in your self.
You may want to see a specialist - pulmonologist or an allergist. There are very good ; simple tests to rule out asthma. Most pulmonogists can offer those. Eg. Methacholine challenge test.

In brief: Asthma vs throat

I presume you do not have asthma but has itching at the throat.
If the throat itching is constant, you likely have other allergic conditions such as hay fever. Need to consult an allergist. This goes for your sister as well.
