In brief: Dermatitis

It sounds as though you have seborrheic dermatitis.
This is an inflammation of the skin and the oil glands. Dandruff if you will. The use of tar based shampoos help as well as topical steroids in some cases. Selenium shampoos work well also. Care has to be given when treating around the eyes. Hygiene is important as well. I would see my pcp or a dermatologist or ophthalmologist & get checked.
