In brief: Nerve damage

There is a nerve that runs under a ligament in the upper thigh.
If it gets compressed by tight clothes when you sit, like tight jeans or underwear elastic, it can cause numbness as you describe. The solution is to avoid tight clothes that pinch you there, and wait for the nerve to heal. It may take many months and sometimes it never completely comes back. It is annoying, but not damgerous.
