If these "spasms" are really painful, like a sustained cramp, before and after a bowel movement, it suggests the possibility of having an anal fissure--a little tear in the rectal/anal mucous membrane.
In order to heal, you should take something to soften your stool (metamucil or MiraLAX (polyethylene glycol) are very good otc products), and you may want to try some Hydrocortisone cream to the anus, if it hurts.
