30's person with unilateral neck pain and ipsolateral (same side) arm numbness might have thoracic outlet syndrome (tos).
Cervical disk disease is another consideration. An MRI and electrodiagnostic studies might be needed. If tos raises to level of diagnostic concern, a vascular surgeon might be best doctor to confirm. A physical therapist can advise as to beneficial exercises.
