In brief: Xylitol

Xylitol gum is healthy for your teeth.
It will decrease tooth decay be reducing the decay causing bacteria in your mouth. It is safe for diabetics.

Chewing gum can be very helpful for patients with dry mouth because saliva is increased.

In brief: Chewing gum

It's best to avoid excessive gum chewing in general.
Any gum that has sugar is bad. Chewing gum with sugar substitutes are not as bad for your teeth but i always question substitutes and other artificial ingredients as a general health risk. Gums with xylitol do not promote dental caries. What about healthy fruits and vegetables?

Look for gum w xylitol rather than sugar.
No gum of any sort is ok if wearing braces. Also know gum chewing stimulates stomach acid production and small intestine digestive enzyme production. Can be irritating if no food for the acid/enzymes to work on.
