Keloids are thought to be an exaggerated healing response to skin injury.
If his is correct and you have a keloid where you got pierced you should expect a keloid where you get tattooed.

Keloids are caused by injuries to the skin (such as piercing).
Tattooing will only cause more injury, and probably a bigger keloid. A dermatologist can inject medications to shrink the keloid, or remove it by excision or laser ablation. And don't do any more piercings; your skin is sending you a clear warning message.
