In brief: Yes, In many males.

Growth of female breasts during teens is -obviously-a normal part of attracting males.
40% of teen males develop pubertal gynecomastia, but rest assured--within 2-3 years, it will resolve. It's due to estrogen/testosterone imbalances as teens. Still, c the doc, because there are other causes: rx meds, drugs of abuse, steroids. Ah, but what it adds to the 'normal teenage angst!
