In brief: Correct fat /fluid
Typical age related swelling is due to loosening of overlying skin or it can be from excess fluid in the body.
Hence swelling is worst in the morning due to lying flat, fluid just collects in the loose skin and underlying fat while asleep. The stretching and loosening of skin and underlying fat requires blepharoplasty (cosmetic eye lid surgery) however check with md for kidney function.

Assuming that the swollen eyes are due to allergies, and not from trauma, then it is safe to use ice packs and cold compresses to relieve the swelling.
If there has been any lacerations around the swollen eyes, then you should go to the er and have these treated. Swelling from blunt trauma will also respond to ice.
