Newborns can have a little more time than that, but not by much. Also, survival is possible if hypoxia and hypothermia happen together - as in cold-water drowning. But even survivors of 30 minute oxygen deprivation are usually significantly brain damaged, with short-term memory, coordination, and executive functions most severely compromised.
