This could be something called a ganglion cyst.
It is a collection of fiuid that outpouches from the sheath that holds a tendon. The sheath can get irritated and form a cyst which has a rubbery consistency. Your doctor should be able to help you if this is what it is.

I agree. Also, a ganglion cyst is most often a reflection of some damage to the joint underneath, which we define as arthritis.

It depends on the size and characteristics of the bump.
This could be ganglion cyst. If you transiluminate it (shine a small light from the side) and it lights up (in dark room ) this can suggest fluid and suggests a cyst. If it does not it is more likely nof to be fluid and is nodule or other semisolid structure which could include bone or synovial tissue. Your md can help you differentiate this.
