Can a lump on the bottom of the penis shaft be potentially testicular cancer?

Clear what you mean by bottom. Base means where your penis attaches at the pubis, bottom to me means along the shaft from base toward glans/foreskin if you still have one.
Testes are in the scrotum. When you have such a consern, since i can't see it, you should show it to someone that knows normal from go to the urologist.

I agree! Any lump near the scrotum or penis should be evaluated by an expert. Testicular cancer is very curable when caught early!
