Using tobramycin for recurrent blepharitis. Do I have resistant bacteria? Should I wash face, eyes with antiseptic?

In brief: Unlikely
Tobramycin is not usually prescribed alone for blepharitis, it is usually given in conjunction with the steroid dexamethasone.
This combination is used to treat acute inflammation from blepharitis but the main-stay treatment is good lid hygiene. You do not need to use antiseptic, baby shampoo will work well. Wash your hands and clean the eyelid margin twice a day with the shampoo.

In brief: Possible/Unlikely
Blepharitis may appear resistant to treatment if the antibiotic is overused.
Symtoms may recur if the bacteria is incompletely eradicated or if sensitivity to the preservative in the drop develops. Intermittent use of tobramycin, azithromycin, vigamox or similar antibiotic drops or ointments is better than continuous use. Daily use of an antiseptic wash like steri-lid is very useful!
