Updating my answer because the links have expired. This is an excellent question. I think the main reason is Lyme testing has many false negatives (and rare false positives).Not having definitive tests showing if someone has it or not leads to many controversies about who has it and how to best treat it etc.See https://tinyurl.com/yamyo8am and https://tinyurl.com/y8opon3c for detailed discussions.

It is controversial in my opinion because there is not good evidence that it exists.
So-called lyme specialists grossly over-diagnose the disease. Virtually every patient I have seen with this diagnosis turns out to have sometime other than lyme disease. All infectious disease specialists can diagnose and treat lyme disease.
