In brief: Good at any age

Recovery from addiction and compulsive behavior yields benefits at any age.

In brief: Sure

They will notice they can actually smell things better after about 5 days.
After a year, they will have less trouble with colds or bronchitis. Much of the lung tissue will be cleaner with sooty debris removed by the bodies cleaning mechanism. They will not remove all of the risk caused by prior smoking, but life will be better.
