In brief: OK

It will eventually subside, but you need to get the tooth taken care of.
Eugenol on a tooth is at best a temporary solution to give relief until you can get in your car and get to a dentist.

In brief: Both...

Could be irritation from, or allergy to, eugenol (oil of cloves).
Can also be from one of thousands of other problems. See your dentist for 1) evaluation of your soft tissue problem 2) treatment of your infected tooth...Eugenol will not cure the infection, just mask the symptoms. Please have infection treated before it becomes a roaring abscess.
