In brief: Anxiety
Panic attacks occur without apparent causes, social anxiety occurs upon exposure to social situations that might be feared, generalized anxiety can occur from many causes such as stress or lack of sleep or poor nutrition, etc.

In brief: Related but not same
Anxiety is a state of worry usually in excess of what objectively is warranted.
People with anxiety disorders find all sorts of things to worry them. Stress--pressure from outside--can cause anxiety and certainly can make anxious people feel more anxious. However, some people respond much better to real stressors than to the myriad worries they conjure up on their own.

Neurotics screened in ww ii who later served in combat were found to function better than non neurotics they could do something about a real threat (shoot) which was better than free floating anxiety.
