In brief: Possible soft tissue
I have seen this many times.
The ankle can become stiff and painful after a fracture. Sometimes it can be from a tendon or a ligament that was also damaged at the time of the fracture or it can also be from a problems with the cartilage in the joint if the fracture involved the joint line itself. I am biased, but a physiatrist (physical medicine and rehab) can evaluate and help with this.
