I find the best thing is vaseline, in a jar or a tube, that you can put on your finger and then dab gently on your lips every night before bed and then every morning.
Aquaphor ointment may feel even better but is more expensive. And then there are all different brands of what has often been called chapstick after an old familiar brand. You can carry these with you and use when necessary all day.
