In brief: Yes but...
Depends on what you consider non-surgical.
Peels, lasers, and/or dermabrasion all may help. Seek a local facial plastics md or dermatologist for good recommendations.

In brief: Dermabrasion?
Dermabrasion or laser resurfacing may help to smooth out the surface by flattening the non-atrophic areas between the scars.
Whether you consider these treatments to be non-surgical or not is a different matter. Significant recovery and the possibility for complications (color changes, lighter or darker, chiefly) are possibilities with both.

In brief: CIT & fat grafts
I have found that collagen induction therapy with needling and fat grafting can provide some improvement in atrophic scars.
Others may require excision.

In brief: Yes
Ablative laser is effective in improving if not completely removing acne scars.
However, ablative lasers (co2, erbium, fractional ablative) do have 7-10 days (or more) of down time, and are performed by mds only.
