Inner elbow rash, could I possibly have a contact skin dermatitis or regular eczema?

Ezcema. Rashes in the "antecubital fossa" (inner elbow) are typical of eczema. So unless something contacts that area alone (not likely) consider ezcema the most likely diagnosis.
