The larger vessels entering the crainum are often and well evaluated by mr angiography.
As these vessel branch and travel to the brain matter they get progressively smaller. Some vascular problems can be seen even is some of these smaller arteries. It cannot see microvascular disease.

It depends on the size of artery in question and resolution of the mri/mra.
Should identify major blockages, though won't see tiny vessels, though the MRI portion may suggest lack of flow inn a area indirectly. I'm always amazed at how much information radiologists get out of a study, especially when given good clinical information. A neurosurgeon or neurologist can help depending on your need.
