I got told my levels were now below 2.. And everything is fine. Does that mean there is still hCG in blood. I think im ovulating however?

In brief: hcg levels

Hcg levels below 10 are consistent with not being pregnant, even men can have very low levels of hcg, so having a level below 2 is a negative pregnancy test and ovulation can happen.
If you get a new pregnancy then the levels of HCG will go up again. Hcg is not a contraceptive and does not prevent ovulation.
