In brief: No

Binge drinking is when you drink in 2 hours: 5 or more drinks for men, 4+ for women.
Most who binge are not addicted to alcohol. Binge has its own set of dangers that are different than what we would worry for a chronic alcoholic patient. Binge drinking can contribute to sexual assault, accidents, lung injury or death by aspiration of vomit, or coma (alcohol poisoning).

In brief: Maybe

Addiction: there are many defintions.
Addiction may mean alcohol dependence as defined by dsm criteria, which a binge drinker very well might not fit that critera. But in a broader sense, binge drinking often results in negative consequences and people binge drink again after negative consequences, clinically hallmark of addiction. For a mouth full refer to asam defintion of addiction.
