Machine problems can cause inaccurate readings, but I can't be sure if they would be high or low. She may have had a TIA if the problem passed, but I would still suggest she see her Dr

None, but TIAs can precede another, bigger stroke.

Scenario described is most likely due to cerebral ischemic event (tia or true stroke) which is frequently associated with exacerbation of pre-existing hypertension.
This is not a nice picture. Better blood pressure & more aggressive stroke prevention measures are needed.
