In brief: Various things
Poor absorption due to unhealthy gut with food allergies and inflammation, low calcium intake, low parathyroid hormone, low vitamin d level - start 30iu per pound and measure level in 3 months and adjust dosing, low magnesium level.
Have a doc check for the above and come up with a managment plan.

In brief: Low calcium
Low calcium by itself does not mean much.
To determine if there is a problem you need to have calcium phosphorus levels and ionised calcium level and level of Albumin in the blood. If Albumin is normal and you have low level of ionised calcium. Then you need to check your parathyroid hormone level and if it is low then your low calcium is due to it and you need to be treated with calcium + vitamin d.
