After catarac surgery five weeks ago my toric lense is still moving around a lot. Is this normal?

no. By now, your toric lens is almost certainly fixated and not rotating. If you are noticing changes in your vision, it is probably from other causes. You need to visit your surgeon very soon for a follow up examination.
