In brief: Cerebral Palsy
There are genetic disorders which cause symptoms similar to cerebral palsy.
However, cerebral palsy is caused by death or damage of part of the brain. Most causes of true cerebral palsy are unknown. It is known that being born premature, lack of normal amounts of oxygen during the pregnancy, and infection increases the risk of cerebral palsy.

In brief: Generally not
There are many causes for cerebral palsy.
Most are a result of injury or abnormal development to the brain during pregnancy (75-80%). Less than 10% is associated with events related to labor/delivery. The remainder occur after delivery. Some of the causes include infection, bleeds, complications of prematurity, hypoxia (decreased oxygen levels) and certain birth defects.
