In brief: Dry skin
You actually do not want to try to remove dry skin, since it is your own skin that is flaking.
You want to treat it. If it is a rash, like seborrhea, which produces flaking, then you need a dandruff shampoo and a Hydrocortisone cream 1%. If it is truly dry, like in alaska in the winter, then use a facial moisturizer, several times a day. If it is severe, it could be psoriasis or icthyosis.
