A boy needs no body fat, a girl only a little bit.
Many elite track athletes have bmi's that put them "underweight". If junior is growing up fairly happy, is adequately muscled and is able to keep up with others in his favorite sport, stop worrying about his bmi. It was never intended as an ideal for individuals, and life's difficult enough. Encourage study, skill acquisiton ; fitness, not eating.
