In brief: No, no and no
Encephalitis means inflammation of the brain.
Inflammation is almost always caused by infection. Encephalitis is usually due to viral infections. This notion of "stress" as the cause of everything bad is nonsense, or that "stress" in modern. You don't think the sight of a saber-tooth cat leaping out of the underbrush was stressful to our ancestors?

In brief: Generally not
Psychological 'stress' is not known to be a direct cause of encephalitis which is inflammation of the brain.
However, our overall state of well-being can impact our state of health and ability to fight off disease and recover from illness. So, psychological stress or other environmental stressors/exposures might possibly have a bearing upon how one's body reacts to encephalitis.
