In brief: Higher

Untreated bipolar has sn especially high rate of suicide partly because of the discouragement that accompanies a recurrent illness.

There maybe a biologic reason for suicide with low serotonin levels. Treatment is very helpful but needs to be continued.

Bipolar ones also have poor impulse control when in manic or psychotic state.

In brief: Both

A person with bipolar is most likely to commit suicide during a depressive episode.
During a manic episode, someone is more likely to die from physical exhaustion or from doing something irrational.
