A central apnea occurs when both airflow and ventilatory effort are absent.
CPAP probably reduces the frequency of central apneas by preventing pharyngeal airway narrowing and occlusion during an episode of central apnea. I don't believe it has any bearing on the absence of diaphragmatic activation by the central nervous system.
