Sun damage? Raised, itchy, scaly whitish spots on exposed areas of skin may be due to sun damage. If you are of fair complexion, you may be more susceptible to uv damage. Lesions sound like actinic keratoses, a form of sun damage that does have the potential to become skin cancer; so have them examined by fp or dermatologist. Meanwhile, cover exposed areas; use high spf sun block.
