It is easy to pass judgment on sights that seem unjust.
You need more information. It is not always that things are "allowed" as you say. There may be other circumstances that contributed....It may be very unjust, unfair, etc...And it may be that the staff was doing the best they could with the resources that had. You need more info to fully understand all that was going on.
