In brief: Sometimes

Skin cancers most often develop on areas of sun-exposed skin including the scalp, face, lips, ears, neck, chest, arms, dorsum(top) of hands, and legs.
However they can form in areas that are rarely sun-exposed such as the palms, fingernail/toenail beds, and even the genitals. Not all skin changes are due to skin cancer. A physician can check any skin changes that worry you and make suggestions.
