In brief: Viral infection?
It is possible to have strept throat without a fever, other symptoms will be present- you will likely feel malaise and the back of your mouth will be extremely sore/tender and beefy red.
Your doctor can test for strept throat, and treat it with an antibiotic like penicillin. Most sore throats without a fever however, are caused by viruses- and will not respond to antibiotics.

Not only will they not respond, but inappropriate use of antibiotics for viral illnesses may lead to major secondary complications for you, as well as fostering resistance development in the bacteria within your body.
