Try saline nose drop: Try saline nose drops every 8hrs and only suction no more than every 8hrs
some times oversuctioning can give swelling of the nasal mucosa and blockage.
preferably do this before feeding so baby can eat and breath as babies are obligatory nose breathers
a humidifyer with distilled water might help

If it has fever >100.4 it needs to go to the ER immediately. If you assume there is pain, consult with your pediatrician before giving anything, s/he may want you to bring baby in for an evaluation.
