Proctitis?: Cancer doesn't cause this sort of thing, and cancer is exceedingly unlikely at your age. Maybe an anal fissure or abscess. Perhaps proctitis (rectal inflammation) due to inflammatory bowel disease i.e. Crohn's disease or ulcerative colitis. If sexually active involving your rectum, STDs (gonorrhea, chlamydia, herpes) are possible. All possibilities are potentially serious; see a doctor soon. ...Read more

Stool test for blood: It is very unlikely that you have colorectal cancer. You may do a stool test for blood, called Fit test.
For good health — Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form.

Unlikely: Mucus is not suggestive of cancer. Unless you have family history of early onset colon cancer, you may wait till you are 50-years old to get a screening colonoscopy.
If you are concerned you may do FIT testing to test for occult blood in stool. If that is positive, you should see a doctor.

Cancer: I believe your problem is one of constipation as illustrated by your pellet like stools with occasional blood and mucus. Your constipation has probably led to your diverticulosis. A change to a high fiber consisting of fruits, vegetables, legume, beans, raisins, figs, dates, prunes and nuts plus high fiber cereals may be very helpful.
