This is most likely an idiopathic disease called lichen sclerosus. An older name was "balanitis xerotica obliterans" and it is the most common cause of phimosis which is what you are having when the foreskin cannot be retracted. This is treatable and you need to see a dermatologist. If the phimosis has gotten that bad you may need a circumcision as that can become a serious problem.
