Depends, dry eyes?: It totally depends on the cause as to why s/he is blinking their eyes too much, or if it's an involutary spasm of their eyelids shutting tight, in which case that is neurological. If s/he has dry eyes, s/he may blink a lot to lubricate the eye, b/c the tear film layer is poor. Have your cousin see an eye doctor for evaluation first, and get a diagnosis.
