Likely an infection: Most sore throats are caused by viruses and do not require antibiotics. Rest. Drink lots of fluids. Gargle with warm salt water 4 x/day. Take Tylenol (acetaminophen) up to 4 times/day if you have a fever or feel uncomfortable. If your symptoms do not improve in 4-5 days you should have a strep test. Could be: White spots on the tonsils could be food particles. The only way to be sure of strep throat is a throat culture. Tonsillitis is a specific diagnosis made by a physician when the tonsils in the throat are red and enlarged and painful. Strep throat does not necessarily indicate tonsil involvement. See a doctor: White spots on the tonsils could mean strep throat, but not necessarily. It could be a virus, and either one could cuase laryngitis with loss of voice.
