Without seeing a pic: It is hard to know exacdtly. Often times when there is swelling around the ankles people develop something called venous stasis dermatitis. This is from the heme in the iron leaking out of the blood vessels and staining the skin. Usually these reddish areas coalesce and form bigger areas.
