Unlikely: if not changed in 10 years not melanoma, keep eye on it , if does see dermatologist , if worried get it frozen off or cut out for peace of mind and any other moles[irregular borders, colors, shape, growing yes get off. ...Read more

Tinea Pedis: It sounds like a tinea pedis or athletes foot. Fungus can be very resistant to medication. Put lotrimin (clotrimazole) AF cream as well as hydrocortisone cream 15 three times a day for a week.
