However, typically there are characteristic white matter lesions in the periventricular white matter, not solely the subcortical white matter. The symptoms you describe are much more like to be caused by a) pressure on the nerves in your arm, b) pressure on the blood vessels in you arm, or c) pressure on the nerves in your neck, going to that arm.
