Physical examination: Sorry you are having a symptom that bothers you. I wish I could give an answer, but your doctor needs to see your white bumps in order to help you--it could be hundreds of different things. Start with your primary care doc--it may or may not require a specialist.
Moisturizer: Try using an unscented cream moisturizer after showering and at nighttime. Also showering with a moisturizing, fragrance free body wash or soap should help with the dryness. If you shave your legs, it's also important to mosturize throughly after you're done.

It is not a serious condition, but usually indicates an arthritic issue in the knee. It can cause discomfort. Sometimes we drain these but they usually come back. You shoud get your knee examined to determine if this is what it is.
