It may: There are 2 different reactions that you may have to a cream that causes darkening. First, you may be allergic to the cream and the darkening is a response. Second, may be what's called post inflammatory hyper-pigmentation. This is a response to either an allergic reaction or to the chemical reaction that is used to remove your hair. Usually stopping the cream will lead to lightening your skin.

Most likely nothing: I assume you are talking about very small amounts and not a whole tube? At worst local irritation of the anus or rectum (with local discomfort) which should pass in a few days, and most likely nothing.
Depends where you use it: Depilatory creams are not safe to use around the eyes, by the eyebrows. So don't use it on that part of your face. Often they are used for upper lip area, and are safe, around the chin area or temples. However is very irritating to the eyes, so don't recommending washing your face afterwards. Better to use a washcloth with soapy warm water to the areas you were removing the hair. We are not allowed to recommend specific products. So do your own market research on which Cream people tend to feel most comfortable using.

But don't count on the labels to find the best choice. They may be confusing, incomplete or too small to read. Skin irritation only: I would not recommend using a chemical depilatory cream anywhere near the penis, scrotum or anus. I have seen countless people with chemical burns to these areas over the years. Careful use of a safety razor in these areas is much less likely to cause you problems. There is no effect on the testicles

Hair remover burns: I can appreciate your frustration. For hair remover burns simply wash the area copiously with cool water. Then apply an antibiotic ointment such as bacitracin, to the area 2-3 times a day. Long er term effects such as skin increased pigmentation would suggest the appropriateness of a visit to a dermatologist.
Cream, but...: Depilatory creams dissolve hairs so that they wipe away. The hair left behind is usually softer than if it had been shaved. Razors cut hair at an angle, making the regrowth look thicker & more likely to develop ingrown hairs & razor bumps. The major downside to the creams is potential irritation & you need to use caution near the mucosa (mouth, vagina). Electric razors are a good option, too.
