I was prescribed 150 mg of levothyroxine for the last month (after total levothyroxine & RAI treatment), my TSH level are 0.091, is that high or low?

What does a tsh level 13 mean is it really high, little high ? And what are the future health risks for such a number
More workup: Currently, it points to hyperthyroidism but you need to complete the work up to know for sure. At the very least, i would repeat the TSH along with the free hormones T4 and t3. A little: It depends on the lab but that is just a bit elevated. Generally a lab test called free T4 is done when this borderline. If the free t 4 is low that would confirm that you are hypothyroid. When the numbers are borderline often down the road they will become frankly abnormal.
